united Nations High Commissioner for Refugees
The United Nations High Commissioner for Refugees (UNHCR), established in 1950, is the principal UN body mandated to protect and support refugees, asylum-seekers, stateless persons, and internally displaced people worldwide. Guided by the 1951 Refugee Convention and its 1967 Protocol, UNHCR works to ensure the fundamental rights of those forced to flee are respected, while seeking durable solutions such as voluntary repatriation, local integration, or resettlement in third countries.
With crises ranging from armed conflicts to climate-induced displacement, UNHCR operates in more than 130 countries, coordinating humanitarian relief, negotiating international cooperation, and addressing challenges at the intersection of human rights, national security, and development. As displacement reaches record highs, the committee plays a vital role in shaping global refugee policy, balancing humanitarian obligations with state sovereignty, and fostering international burden-sharing.
